Cuba’s socialist government announced Thursday that it will release 51 prisoners, a move that comes as the island faces growing economic strain and increasing pressure from the United States.
Cuba’s Ministry of Foreign Affairs said the releases will begin in the coming days and that those being freed have served a significant portion of their sentences and demonstrated good behavior while incarcerated.
Officials did not confirm whether any of the individuals being released are political prisoners.
The Cuban government said the decision was partly influenced by its relationship with the Vatican, which has previously helped mediate prisoner releases and diplomatic discussions involving Cuba and the United States.
The announcement comes as the Trump administration continues to increase economic and political pressure on the communist island.
Cuba’s economy has been struggling with severe fuel shortages and energy disruptions linked to problems with Venezuelan oil shipments.
After American forces captured Venezuelan President Nicolás Maduro in a January military operation, disruptions to Venezuelan exports worsened Cuba’s energy crisis.
In January, President Donald Trump signed an executive order declaring the Cuban government a national security threat.
The order cited Cuba’s alignment with countries and groups hostile to the United States, including Russia, China, Iran, Hamas, and Hezbollah.
Trump has also publicly suggested that the communist government in Havana may not remain in power much longer.
Speaking earlier this week, the president said the United States could potentially pursue what he described as a “friendly takeover.”
“It may be a friendly takeover,” Trump said. “They’re really down to fumes. They have no energy. They have no money. They’re in deep trouble on a humanitarian basis.”
Trump also said Secretary of State Marco Rubio is involved in discussions related to the situation in Cuba.
According to reports, Rubio has been in contact with Raúl Guillermo Rodríguez Castro, the grandson of former Cuban leader Raúl Castro.
Details of any possible negotiations between the United States and Cuban officials have not been made public.
Former Cuban opposition leader José Daniel Ferrer said the prisoner release appears to be an attempt by the regime to gain leverage as pressure from the United States continues to mount.
Ferrer, who was released from prison in 2025 and later went into exile in the United States, said the move appears largely symbolic.
“I see a regime liberating 51 people who had completed their sentences or were about to complete their sentences so that they can gain some advantage and applause,” Ferrer said.
“Their backs are against the wall because the United States is pressuring them like never before.”
