A shocking case of child abuse has surfaced in Cape May, New Jersey, where a mother and grandmother have been criminally charged after a child was allegedly forced to wear a dog shock collar at home.
The investigation began after school staff at Cape May City Elementary School noticed visible marks on a young student’s neck on March 17. Authorities were immediately notified, triggering a joint investigation by the Cape May County Prosecutor’s Office and Cape May City Police Department.
Mother Accused of Cruel Punishment and Threats
According to investigators, 30-year-old Kimberly Cruz-Feliciano, the child’s mother, forced the child to wear the shock collar as a form of punishment. The collar, previously used for a deceased family dog, was allegedly kept on the child at all times while at home.
When the child “misbehaved” or upset the mother, the collar was activated, causing physical pain. Disturbingly, the child reportedly told officials that they were threatened with violence if they ever spoke about the abuse.
Cruz-Feliciano now faces a string of serious charges, including:
Two counts of endangering the welfare of a child
Two counts of aggravated assault
One count of witness tampering with threat of force
One count of hindering apprehension
She is currently being held at the Cape May County Correctional Center pending further court proceedings.
Grandmother Also Charged in Cover-Up
Also charged is 59-year-old Sonia Feliciano, the child’s maternal grandmother. She stands accused of tampering with evidence and hindering apprehension. Authorities allege she attempted to obstruct the investigation. She has been released on a court summons.
Authorities Outraged Over Abuse
Cape May County Prosecutor Jeffrey H. Sutherland issued a strong statement, saying:
“We take all allegations of child abuse with the utmost seriousness, and we will continue to ensure that those responsible for such heinous acts are held fully accountable under the law.”
Community Shocked
Neighbors expressed horror and disbelief, saying that while law enforcement had previously visited the home, they had no idea the situation was this severe. One resident said, “It’s heartbreaking. You never expect something like this to happen right down the street.”

Authorities say the case remains under active investigation. The child is now in protective custody, and officials are working to ensure their safety and well-being.
