A top official at the Department of Government Efficiency (DOGE) is sounding the alarm over what he describes as a growing and dangerous loophole in the American immigration and election systems. According to DOGE, more than one million migrants are currently enrolled in Medicaid—and thousands have appeared on voter rolls in multiple states.
Antonio Gracias, a senior DOGE official overseeing immigration data, explained that this issue stems from a system that allows migrants to obtain Social Security numbers after being released into the U.S. with a notice to appear in immigration court, often years in the future. While awaiting their hearings, many apply for asylum and are subsequently granted work authorization. That work authorization opens the door to a Social Security card—and, from there, access to government benefits and, in some cases, state voter registration systems.
Gracias reports that roughly 1.3 million migrants have used this process to sign up for Medicaid, the federal-state healthcare program originally intended for low-income Americans. Even more concerning to him is that thousands of these migrants have ended up on state voter rolls, and in some cases, may have already cast ballots in recent elections.
“This is a systemic failure,” Gracias said. “Once you give out a Social Security number, it opens the door to benefits, to registration, and to participation in systems that were never intended for non-citizens.”
The DOGE official also warned that this situation may not be accidental. “This isn’t just bureaucratic sloppiness—it’s a strategy,” he said. “If you shift voter demographics quietly and gradually, it alters the political landscape without a single law being passed.”
While critics on the left continue to claim that non-citizen voting is “rare” or “accidental,” officials like Gracias argue that the system is too vulnerable to be left unchecked. They point to gaps in how state governments verify citizenship, especially in states where automatic registration or same-day registration laws have been passed.
Gracias emphasized that the issue isn’t just about voter integrity—it’s also about resource allocation. “When over a million non-citizens are drawing from a healthcare system that’s already under pressure, Americans are the ones left waiting in line,” he added.
The revelations from DOGE have prompted calls from Republicans in Congress for immediate investigations and stricter verification systems to ensure only American citizens have access to voting and taxpayer-funded programs. Several lawmakers have indicated plans to introduce legislation that would require states to verify citizenship through federal immigration databases before adding individuals to Medicaid or voter rolls.
