Texas Governor Greg Abbott has signed a monumental $1 billion school voucher bill into law, marking one of the most significant victories for the school choice movement in state history and delivering on a promise to put parents—not bureaucrats—in charge of their children’s education.
The new legislation establishes Education Savings Accounts (ESAs) that will provide eligible families with more than $10,000 annually to cover private school tuition, tutoring, textbooks, transportation, and other qualified educational expenses. Homeschooling families will receive $2,000 per student to support their learning needs. The program is set to launch in the 2026–27 school year, initially supporting up to 90,000 Texas students.
Governor Abbott celebrated the law as a defining shift in education policy, declaring that the era of zip code-determined schooling is over. “Gone are the days when families are trapped by government-assigned schools,” Abbott said. “Parents deserve the freedom to choose what’s best for their children—and now they have it.”
The law is structured to ensure widespread access, while also placing limits to maintain fairness. Families earning more than 500% of the federal poverty line will be capped at 20% of the total available funds, ensuring the majority of the benefit goes to low- and middle-income households.
Supporters argue the law puts Texas at the forefront of a national movement to reimagine K–12 education, giving parents the tools they need to escape failing public schools, restore academic standards, and promote accountability. Over 30 other states have adopted some form of school choice, but few have done so at this scale and with this level of political resolve.
Opponents, largely backed by teachers’ unions and entrenched education bureaucracies, have complained that the bill could pull money from public schools. But advocates counter that competition will incentivize improvement—and that no family should be forced to keep their child in a school that doesn’t meet their needs just to preserve a broken funding model.
The road to this victory wasn’t easy. Abbott and GOP allies faced fierce resistance, including from a small but vocal group of anti-voucher Republicans. In response, Abbott backed primary challengers and reshaped the statehouse landscape in the 2024 elections, clearing the way for this transformative legislation.
With this law now on the books, Texas has become a national leader in educational freedom, proving that political courage and parental empowerment can break through decades of resistance from the education establishment.
