Boosting Synergy in Fight Against Human Trafficking at Horn of Africa

Renson Ingonga, the Director of Public Prosecutions (DPP), has inaugurated a notable regional gathering to amplify efforts against human trafficking throughout the Horn of Africa. The forum, spanning across three days and convened in Nairobi, unites significant contributors in the fight against human trafficking from countries including Kenya, Uganda, Ethiopia, and Djibouti. The ultimate objective of this conclave is to boost regional cooperation, foster the embedding of human rights principles, safeguard victims, and formulate strategies informed by an understanding of the trauma they undergo. Particular attention is being given to principles of gender equity and protection of children’s rights.

During his inaugural address, Ingonga emphasized the importance of synergistic and tactical strategies to beat back the increasing surge of human trafficking and smuggling of migrants in the region. He pointed out that dealing with these two predominant transnational organized crimes necessitates a cohesive and standardized strategy that spans across the entire region. Ingonga also discussed in detail about the Standard Operating Procedures (SOPs) which are in the process of refinement during the forum.

These SOPs encompass several proactive as well as reactive methods such as intelligence-driven investigations, financial scrutiny, and arrangements to increase collaboration between international police forces and judiciary. He singled out this forum as a critical avenue for sharing experiences, swapping intelligence, and augmenting the competence of country-level and regional participants.

He further articulated that combating cross-border crime and boosting victim protection bank heavily on cooperation, training and data sharing. Moreover, he emphasized the necessity of leveraging the synergy of inter-departmental cooperation, digital data systems and a continuity of regional discourse in order to enhance the results of measures designed to combat human trafficking.

Johanna Bögel, the Regional Coordinator for Kenya and Somalia under the Better Migration Management (BMM) Programme, seconded these thoughts, highlighting that the forum aims to build on regional, bilateral, and interdisciplinary collaboration. Bögel stressed the forum’s significance in balancing the national needs with the regional targets in order to mitigate human trafficking and provide effective assistance to victims among various borders.

Offering a similar perspective, Marco Bufo, Regional Coordinator and Team Leader at CIVIPOL—an international technical cooperation agency affiliated with the French Ministry of Interior—expressed the organization’s commitment to fostering regional concord in fighting human trafficking through heightened coordination and capacity building.

In line with this, Uganda’s Deputy Director of Public Prosecutions, James Owere Odumbi, lauded the forum as both timely and much-needed progress. He voiced that human trafficking, although a local crisis, calls for a comprehensive regional approach and this forum signifies a considered move towards a unified plan. Odumbi expressed proud sentiments of Uganda’s contribution to this endeavour.

Over the ensuing two days of the forum, the participants will concentrate their efforts on applying the SOPs through the analysis of case studies, cooperative planning, and outlining mechanisms that can reinforce legal frameworks and support systems for victims across borders.
