A Wisconsin judge is facing federal charges after allegedly aiding a previously deported illegal immigrant in escaping arrest by Immigration and Customs Enforcement (ICE). The indictment, handed down by a grand jury, accuses Milwaukee County Circuit Judge Hannah Dugan of obstruction of justice and concealing a fugitive from arrest.
The incident reportedly took place on April 18, 2025, when Eduardo Flores-Ruiz—an illegal alien with a prior deportation on his record—appeared before Judge Dugan on misdemeanor domestic abuse charges. ICE agents were present at the courthouse, prepared to take Flores-Ruiz into custody.
According to the indictment, Judge Dugan directed Flores-Ruiz and his attorney to exit the building through a private rear door, deliberately bypassing ICE agents stationed at the public entrance. Federal prosecutors say this action allowed Flores-Ruiz to briefly evade apprehension. He was later caught outside the courthouse after a short pursuit.
Flores-Ruiz had previously been deported in 2013 and had re-entered the U.S. illegally. His latest run-in with law enforcement not only involved a domestic abuse charge, but also triggered an active warrant for reentry after removal.
Judge Dugan was arrested on April 25 and has since been suspended from the bench. She is expected to appear in court later this week to enter a plea.
The case has sparked outrage among immigration enforcement advocates and Republican lawmakers, who argue it highlights a broader pattern of left-wing judicial activism undermining federal immigration laws. Critics say this is yet another example of the judicial system being politicized to shield criminal non-citizens from lawful deportation efforts.
