Recently revealed documents from a federal court have painted a disturbing picture of purported illicit actions by Carle Miranda Blum, a 51-year-old deputy from the Miami-Dade Sheriff’s Office. This South Florida law enforcement official stands accused of having an inappropriate sexual relationship with a minor. The incident under investigation has taken on a new layer of complexity with the teenage girl involved hailing from Georgia. Detained in the Atlanta suburb of Roswell, Georgia, Blum was charged with two counts of child exploitation by federal prosecutors.
In her role as a law enforcement agent, Carle Miranda Blum was required to follow strict ethical codes, laws and departmental guidelines, which she allegedly violated. The charges filed against Blum are a product of these accusations. This development has come as a shock to her community in Homestead, Florida, as the criminal complaint filed in the U.S. District Court for the Southern District of Florida by FBI Special Agent Nicole D. Harris-Correa was released to the public.
According to the complaint, the Miami-Dade Sheriff’s Office was alerted to the worrying relationship between the deputy and the 17-year-old girl on July 14. The indication of Blum’s misconduct came via an anonymous informant. The former did not specify the channel of connection that led the minor to interact with the law enforcement deputy – a key piece of information that remains undisclosed to date.
On a particularly troubling note, it was revealed that there were significant negative changes in the girl’s mental health over the past year, with the timeline coinciding with her involvement with Blum. The narrative took a crucial turn when the teenager attempted to board a flight to Miami, a move thwarted following her Bailey Act involvement – notably only a day after her 18th birthday. However, she managed to check her luggage onto the flight that Blum later collected from Miami International Airport.
A breakthrough in this harrowing case came on July 17 when investigators were granted access to the teenager’s mobile phone by a credible informant. Upon examination, it quickly became clear that there was compelling evidence preserved in the form of ‘several videos’. In at least two of these videos, the girl was shown to be on the receiving end of violent behavior, with Blum visibly choking her – an act that allegedly took place when she was still 17 years old.
Communications gleaned from the 17-year-old’s phone led investigators to the crux of the matter. It became evident that Blum had taken a trip to Atlanta with the intent of engaging in sexual acts with the minor. Investigators had more pieces of the puzzle fall into place after accessing Blum’s ‘@kibblz_n_bitz’ Instagram account.
Their review of the Instagram account turned up numerous conversations of a romantic or sexual tone between the accused, Deputy Blum, and the minor. This discovery included an eerily persistent countdown until the girl’s 18th birthday. On discovering that Blum had even purchased a Honda Accord vehicle for the minor, investigators were led to believe the deputy’s intentions were to marry the girl after her age of consent.
Blum’s behavior during the Instagram conversations sent strong signals: she not only consistently referred to the minor as her ‘wife’, but also continually assured her of their future marriage. To add to the severity of her actions, explicit photos and videos were reportedly transmitted from the minor to Blum via Instagram.
The content of the conversations between Blum and the minor escalated to explicit threats, revealed in a conversation on February 28. According to authorities, Blum said, ‘I really need to rape you’, followed later by another statement, ‘The only thing I ever wanted was your attention. I even stopped asking a long time ago for anything sexual from you’.
In a shared album on the girl’s phone named ‘c,’ presumably short for Carle, screenshots of a shared Google Doc revealed alarming messages from the deputy to the minor. Blum allegedly threatened the girl with statements like ‘slowly die’ and ‘Leave me and see what happens’. This evidence painted a grim picture of Blum’s abusive behavior.
Highlighting the gravity of the situation, Blum reportedly threatened the teen with violent actions such as driving a knife through her throat and making her ‘suffer.’ These threats conveyed the intensity of her emotions; feelings of resentment marked by statements such as, ‘You didn’t even fight to keep me. I would never stop fighting to keep you’.
Subsequent investigations revealed that Blum was en route to Atlanta to meet the girl upon her expected release from the hospital. This information led authorities to swiftly arrest her on federal charges of visual depictions involving sexual exploitation of minors and production of visual depictions involving the sexual exploitation of minors.
In light of these events, a statement was released by the Miami-Dade Sheriff expressing deep dismay over Blum’s arrest and the egregious nature of her alleged actions. The sheriff emphasized that Blum’s conduct amounted to a betrayal of her badge and oath, as well as an abuse of public trust. Firmly committed to transparency and accountability, the sheriff stated their office had collaborated with federal partners in the investigation throughout its duration.
