Senator Chuck Grassley pulled back the curtain Wednesday on what he called a full-scale assault by the Biden Justice Department against Trump allies and conservatives — a covert effort known as “Arctic Frost.” During a Capitol Hill press conference, Grassley released a trove of documents exposing the scope and leadership behind the controversial probe, which he says amounted to a weaponized political operation targeting hundreds of Republicans.
197 Subpoenas, 430 Targets
Launched under the guise of investigating the 2020 election, Arctic Frost eventually became part of Special Counsel Jack Smith’s far-reaching investigation. But according to Grassley and other Republican lawmakers, it had little to do with legal oversight and everything to do with political suppression.
Arctic Frost issued 197 subpoenas and collected records on 430 individuals and entities — nearly all of them Republican. That list included senators, donors, campaign groups, and even private businesses. MyPillow, Turning Point USA, the Conservative Partnership Institute, the RNC, and Trump’s Save America PAC all had bank records or communications swept up by the DOJ.
“This was clearly a fishing expedition,” Grassley said. “Arctic Frost was the vehicle by which partisan FBI agents and DOJ prosecutors could improperly investigate the entire Republican political apparatus.”

Grassley said he obtained direct proof that the order to launch Arctic Frost came from the highest levels of the Biden administration. He shared a letter showing that Attorney General Merrick Garland, Deputy AG Lisa Monaco, and FBI Director Christopher Wray all personally signed off on the probe.
Senator Ron Johnson called the effort “nothing short of a Biden administration enemies list.”
Targeting Senate Republicans
Among the most alarming revelations: Arctic Frost subpoenas included phone records from the U.S. Senate itself. Senator Ted Cruz revealed that his office landline and personal cell phone were both targeted.
A federal judge, James Boasberg, signed an order barring AT&T from notifying Cruz about the subpoena for an entire year.
“Boasberg claimed I might destroy or tamper with evidence or intimidate witnesses — all without a shred of proof,” Cruz said. “That’s an abuse of power and a weaponized legal system.”
Senator Lindsey Graham added context, saying Arctic Frost’s timing was no accident.
“This would never have happened if Trump had sat out 2024,” Graham said. “But the second he announced, the machine turned on — and within eight months, they threw 91 felony charges at him across multiple states.”
A Weaponized DOJ
Sean Davis of The Federalist compiled a list of just some of the conservative organizations whose financial and communications records were subpoenaed. That list includes Trump’s 2020 campaign, the America First Policy Institute, and even personal businesses like MyPillow.
“This was Joe Biden’s Watergate,” Cruz said bluntly. “Merrick Garland is a corrupt AG. Jack Smith is a corrupt prosecutor. This was never about justice — it was about destroying political enemies.”
Grassley confirmed the investigation swept up 20% of the Republican Senate. He also noted that Arctic Frost would still be hidden if not for whistleblowers who exposed the subpoenas.
Next Steps
Senator Eric Schmitt called for “Watergate-style hearings,” demanding consequences for what he described as one of the most dangerous abuses of government power in modern history.
Representative Brandon Gill has already filed articles of impeachment against Judge Boasberg, while Senator Josh Hawley has called for a full audit of the DOJ’s use of investigatory power against political opponents.
“You deserve to know what YOUR government was doing in the dark,” Grassley said. “Without whistleblowers, Arctic Frost would have stayed in the shadows. Now we follow the facts and take action to make sure this weaponization never happens again.”
