In a recent meeting of the Binghamton City Council, local citizens posed both inquiries and remarks about an incident involving the city’s Police Chief, Joseph Zikuski, and his partner. The contentious episode, which was recorded on camera, showcased Susan Rice, Zikuski’s significant other, verbally attacking and physically assaulting a pair of teenagers, aged 16 and 18, who subsequently retaliated. Zikuski was at the scene of the confrontation and assisted Rice following the sequence of events.
Subsequent to the incident, Chief Zikuski was suspended from duty. While he is temporarily relieved of his official responsibilities, an external, impartial body will conduct an investigation into the circumstances surrounding the event. This is to ensure that the due process is followed in assessing the actions of the chief police and the subsequent potential consequences.
City Council member Rebecca Rathmell iterated the council’s official stance in light of the public furore: while they stand firm on taking swift action should any illicit activity be identified, the ultimate authority to press charges or levy any form of disciplinary action rests with the city’s mayor. This delineation of responsibility serves to maintain the system’s checks and balances, whilst ensuring that justice is served efficiently and according to the letter of the law.
As part of this democratic consultation process, a range of residents were invited to express their viewpoints during the meeting. Several of these locals voiced their anxieties and worries in relation to chief Zikuski, raising critical questions about his role and effectiveness in maintaining law and order in the city.
A recurrent theme in their speeches was the question of Zikuski’s efficiency and potency as the city’s police chief. This was largely centered around trends in crime rates throughout his tenure, with one resident seeking to analyze this data in their impassioned speech.
The resident grilled the council on their perceived value-for-money of Zikuski’s role, sneeringly asking what exactly the citizens were funding. Their scrutiny illustrated an examination of crime rates under the chief’s command, asserting that while instances of violent crime might have seen a reduction in four or five years of Zikuski’s 18 year tenure, the contrary was true for the remaining duration.
This disgruntled citizen further elaborated his criticism by highlighting a recent episodic trend: the moderate decrease in criminal activity, which was widely publicized, was soon followed by a criminal act. ‘It was not long before we were hit with a stabbing incident, shortly after the broader crime rate was reported to have gone down,’ he noted with frustration.
The concerns did not just revolve around history and retrospective analyses, but also the future and anticipatory planning. This was epitomized by another citizen who voiced their worry about the impending selection of the forthcoming police chief. They put forth a proposal for the process to be transparent and have community involvement.
This individual felt the need for the development and announcement of a clear timeline for the subsequent procedural steps after Zikuski. Their suggestion was centered around the notion of a collaborative selection procedure for the next city police chief, one led by the community itself. This, in their view, would ensure a prospective leader in sync with the communal needs and aspirations.
Overseeing this entire investigative process is Karl Sleight. Sleight brings with him a desirable experience; he previously held the position of Executive Director at the New York State Ethics Commission. His involvement is expected to drive a thorough and impartial probe into the incident in question.
