Cleanliness Campaign Helps Government Generate Rs. 3,300 Crore via Office Waste

The Government has generated a total revenue nearing Rs 3,300 crore via the sale of office waste materials. This impressive achievement has been the outcome of extensive cleanliness drives carried out nationwide since 2021. A distinct online platform has been set up for the fifth iteration of this unique campaign. The primary goal of this initiative is not only to promote and sustain cleanliness but also to decrease the backlog in various government offices.

The record of the campaign’s success over half a decade was highlighted during the portal’s launch. It revealed that the sales of office waste contributed to revenue totaling Rs 3,296.71 crore. The cleanup also resulted in the liberation of a massive 696.27 lakh sq ft of area across different ministries and departments.

The scope of this initiative was vast. Over 12 lakh sites underwent cleanup, and an overwhelming 137.86 lakh files were sorted, closed, or discarded. Not only did this drive result in a financial gain, but it also led to a significant increase in administrative efficiencies.

The prosperity of this drive is much more than promoting cleanliness; it is about enhancing the productivity of the administration. The fifth installment of this successful campaign, termed special campaign 5.0, will unfold in a two-tier schedule this year. The initial step, the preparatory phase, is slated from September 16 to 30, setting the grounds for the next phase.

Following the preparatory phase, comes the implementation phase. This phase, beginning from October 2 and running until October 31, will concentrate on the execution of the prepared plans. Subsequently, a third-party review will commence from November 15, stretching till the end of the month. This review is to scrutinize the qualitative impact and the long-term feasibility of the measures initiated.

Throughout the duration of the campaign, regular reviews will be conducted. All secretaries and entrusted personnel will undertake these reviews weekly. The Department of Administrative Reforms and Public Grievances will compile and submit these assessments to the Cabinet Secretariat and the Prime Minister’s Office.

The key areas of focus of the campaign will be vigilantly tracked through an integrated online platform. The system will ensure an organized disposal of e-waste, sorted out pending issues, effective resolution of public complaints. It will encourage best practices in record management and cleanliness, coupled with efficient utilization of space.

The campaign emphasizes streamlining the operations and establishing a sustainable mode of conduct in government functions. At the Navodaya Vidyalaya Samiti’s headquarters alone, office cleanup and file discarding opened up an area of 1,44,337 sq ft.

Notably, the Indian Railways incorporated 3,33,191 bio-toilets in passenger coaches and established 19 waste-to-energy plants. In addition, there were 234 waste-to-compost plants, 142 sewage treatment plants, 86 effluent treatment plants, and 203 material recovery facilities. They also partnered with the local municipal bodies for the efficient disposal of waste.

In a bid to address plastic waste, the Railways strictly enforced a prohibition on single-use plastic. They also set up plastic bottle crushing machines at 531 stations. This shows their sustainability efforts to mitigate plastic waste. In addition, two-bin dustbins for segregating waste were set up at 725 locations to encourage waste management.

Field offices made progress towards a greener environment by eliminating the use of single-use plastic items altogether. The released space, a result of efficient scrap and waste management, found better use, enhancing the interface citizens and stakeholders had with these places.

The incoming special campaign 5.0’s agenda extends beyond cleanliness. It is about shaping a broader social and economic impact and rendering an overhaul in governance. The aspects covered – record control, space maximization, and lasting reforms – paint a comprehensive picture of the anticipated changes.
