Transportation Secretary Sean Duffy is blasting state authorities after a devastating Florida crash that left three people dead, accusing Washington and New Mexico of violating federal safety rules and enabling an illegal immigrant to get behind the wheel of a semi-truck.
The August 12 crash on the Florida Turnpike in St. Lucie County claimed the lives of a 37-year-old woman, a 54-year-old man, and a 30-year-old man after 28-year-old Harjinder Singh, an illegal immigrant from India, allegedly made an illegal U-turn in his semi-truck and collided with a minivan. Singh, who entered the country in 2018, has been charged with three counts of vehicular homicide.
Duffy said the Department of Transportation’s preliminary review shows Washington state issued Singh a full-term Commercial Driver’s License in July 2023, even though illegal immigrants and asylum seekers are not eligible. California also issued Singh a limited-term CDL in July 2024, a decision now under federal investigation. Adding to the failures, New Mexico State Police conducted a roadside inspection and issued Singh a speeding ticket earlier this summer but never administered a mandatory English Language Proficiency test — a Trump administration requirement designed to keep unqualified drivers off American roads.
When federal investigators later tested Singh, he could barely answer two of twelve verbal questions and correctly identified only one of four highway signs, confirming he lacked the ability to safely operate a truck. Officials are also investigating White Hawk Carriers, the California-based company that employed Singh, which has a history of safety violations.
“If states had followed the rules, this driver would never have been behind the wheel and three precious lives would still be with us,” Duffy said. “Non-enforcement and radical immigration policies have turned the trucking industry into a lawless frontier, resulting in unqualified foreign drivers improperly acquiring licenses to operate 40-ton vehicles.”
Duffy vowed to hold Washington, New Mexico, and California accountable for their failures, making clear that the Trump administration will not tolerate state negligence that costs American lives. “We will use every tool at our disposal to restore safety to our roads. The families of the deceased deserve justice.”
