In a tragic turn of events, a 22-year-old individual who was incarcerated at a prison facility in the vicinity of Utica died over the recent weekend. The deceased, Messiah Nantwi from Bronx, had been accused of committing two instances of homicide in Harlem within a troublingly brief span of 27 hours. Essential details about the case are being provided by the state police and the prosecutor’s office of Manhattan.
The series of events unfolded with Nantwi being transported in the early hours of Saturday from the Mid-State Correctional Facility, located in Oneida County, to Wynn Hospital in Utica. However, succumbing to the under-investigation circumstances, he was pronounced dead not long after his arrival at the hospital.
The specifics of the events leading to his death are currently the subject of an in-depth examination by the state police. Helping them in their investigative efforts is the Office of Special Investigations, a dedicated body within the state’s prison system.
A revelation that came to light in the aftermath of Nantwi’s untimely demise is a statement given to The New York Times by several inmates. These inmates claimed, rather disturbingly, that Nantwi had suffered a physical assault at the hands of the prison guards.
In the wake of this incident, administrative actions have been initiated against eleven of the correctional facility employees believed to be involved. These individuals have been temporarily relieved from their duties as the investigation proceeds.
Further actions have been taken by the state Attorney General’s Office, which has commenced a preliminary analysis of the incident. Under the purview of state law, this office has jurisdiction to probe into deaths that could potentially be linked to law enforcement actions or lack thereof, including those involving the staff of correctional establishments.
A review of his correctional history reveals that Nantwi had been in the Mid-State facility since May 30th, 2024. This detention period was a result of his conviction relating to second-degree criminal possession of a firearm, a fact corroborated by Department of Corrections and Community Supervision (DOCCS) records.
However, the legal proceedings against Nantwi were far from over. He still had to answer for charges of second-degree murder in relation to two individuals in Harlem who were killed within a 27-hour period in 2023. These charges were confirmed by state court documentation and elaborated upon by the district attorney’s office in Manhattan.
The Mid-State Correctional Facility, where Nantwi was incarcerated, is a medium-security prison. It is located in Oneida County and is approximately seven miles westwards from Utica. As of the beginning of February, the correctional center was housing around 1,241 inmates, as per accessible records.
The untimely death of Nantwi occurred during a period of instability and upheaval within the state’s penitentiary system. There has been an ongoing illegal cessation of work by a significant number of correctional officers, who have continued their strike action in defiance of judicial commands to return to work.
Many prisons across the state have seen the unprecedented deployment of National Guard personnel in response to the strike. The state authorities, in order to mitigate the situation, have proposed multiple conciliations to the striking workforce, including defense against unjustified overtime and revisions to the regulations surrounding solitary detention.
The Mid-State Correctional Facility is not the only correctional institution in Oneida County subject to high optical scrutiny. The facility has previously witnessed horrendous incidents transpire as back in 2016, several of its correctional officers were involved in violent acts against inmates, which included battery and inhumane treatment.
Late into the previous year, a court made a noteworthy judgment that the state was in debt to the victims of the 2016 incident for the damages they had to endure. Importantly, it is to be noted that a significant number of these officers continue to be employed at the Mid-State Correctional facility.
Parallel to the incidents at Mid-State, its neighboring facility, the Marcy Correctional Facility also witnessed acts of violence. It was here where Robert L. Brooks, an inmate, was fatally assaulted on a medical examination table in the prison’s clinic. Recent developments in the case led to the indictment of ten staff members, and six being charged with murder, with the potential of charges being pressed against six more employees.
