Trump Doctrine Brings Federal Intervention to Memphis

A federal intervention initiative, originally launched in Los Angeles and Washington D.C., is expected to be broadened in scope. This extension seems to be determined not by objective criteria, but by the perceived levels of political acquiescence to the Republican Party. Memphis, Tennessee, stands as the next potential recipient of this executive action, referred to here as the ‘Trump Doctrine’. Rather unconventionally, this decision was publicized not through a White House briefing, but during a media interaction featuring President Donald Trump.

During this media interaction, President Trump outlined his plans to mobilize federal law enforcement and National Guard personnel to Memphis. This was proposed as a measure to help stem crime in the city, based on the model recently implemented in Washington D.C. Curiously, however, the city administration had not been directly communicated with about this development. The news reached them in the same fashion as it did the general public.

While Memphis has grappled with the issue of gun violence, it isn’t classified as more volatile than Washington D.C., or other American cities. As is the case with most American cities, crime in Memphis is currently at an all-time low, following national trends and local efforts to improve safety.

Contrary to the implications of an intervention, statutorily released statements from the Memphis Police Department reveal a significant reduction in crime rates across the board. This reduction spans the first eight months of 2025, demonstrating improvements when compared to corresponding periods from preceding years.

These statistical improvements reflect a 25-year record low for overall criminal activity in Memphis, and a 6-year record low for instances of homicide, as documented by the local police force. This positive data does cause some to question the necessity of federal intervention at this point in time.

Expressing uncertainty regarding the details of the planned intervention, the Mayor of Memphis indicated that there was yet to receive knowledge about specifics. The ambiguities range from the number of troops to be deployed and their specific roles, to the timeline for deployment.

The Mayor anticipates gaining clarity on these issues in the imminent future. As of now, what the roll-out of the ‘Trump Doctrine’ will look like in Memphis remains uncertain.

When asked about his opinion on the priorities the National Guard should have in Memphis, the Mayor proposed some potential areas of focus. These included, but were not limited to, providing support for large-scale events and acting as additional manpower in situations requiring traffic control.

In addition to these tasks, the Mayor also suggested that the National Guard could act as support to local law enforcement. They could potentially assist in monitorial duties such as surveillance or could be instrumental in instances requiring immediate reinforcement.

They might also be useful in contributing to the overall quality of life within neighborhoods. Activities could range from aiding in communal betterment initiatives to participating in civic engagements that require a larger workforce.

National Guard personnel are slated for deployment in the city in the near future. While it is currently not clear whether this move is justified, it certainly could contribute to further declines in crime rates.

However, questions remain unanswered. Is this really the most viable method to deter criminal activities? What alternatives exist, and are they being given due consideration, superficial or otherwise?

Making such decisions is undeniably complex and multifaceted. The coming days and weeks are likely to provide more insights into this issue as more details emerge and different perspectives are explored.

All in all, the situation remains intricate and full of uncertainties, unfolding to reveal the impact and consequences of the ‘Trump Doctrine’ in Memphis.
