President Donald Trump’s Department of Justice has subpoenaed Boston Children’s Hospital as part of a sweeping investigation into alleged healthcare fraud related to sex-change surgeries and medical interventions performed on minors. The move follows a broader crackdown by the Trump administration aimed at rooting out what Attorney General Pam Bondi called “mutilation in the service of a warped ideology.”

According to National Review, Boston Children’s Hospital is one of 20 medical institutions that received subpoenas after whistleblower reports surfaced alleging deceptive billing practices tied to gender-transition procedures funded by federal programs such as Medicaid and CHIP.

“Medical professionals and organizations that mutilated children in the service of a warped ideology will be held accountable by this Department of Justice,” said Bondi in a recent memo, making clear that prosecutions could include charges for healthcare fraud, false statements, and potentially more serious violations.

The crackdown stems from Trump’s executive order in January banning federal funding for so-called “gender-affirming care” for minors. The order instructed federal agencies to identify, investigate, and eliminate any funding streams supporting the practice, including indirect methods such as billing code manipulation.

Following the order, the Centers for Medicare and Medicaid Services (CMS) launched an inquiry of its own, requesting financial data from hospitals related to all federally reimbursed “pediatric sex trait modifications.” In May, CMS sent formal letters to hospitals demanding detailed records of their billing practices — a move widely seen as laying the groundwork for further enforcement action.

While some hospitals have shut down their youth gender programs or suspended related services altogether, others appear to be skirting the ban, according to whistleblower testimony. These insiders allege hospitals are concealing transition-related surgeries under generic procedure codes in order to bill federal programs without triggering red flags.

One such whistleblower, Texas surgeon Dr. Eithan Haim, who recently testified before Congress, described the practice as “systemic deception,” accusing institutions of “using loopholes to exploit federal insurance programs to bankroll experimental procedures on vulnerable children.”

Boston Children’s Hospital declined to respond directly to the allegations but issued a statement defending its general practices: “Boston Children’s Hospital is committed to providing safe, evidence-based, and compassionate care to every patient and family we serve,” a spokesperson said.

But the hospital’s record suggests otherwise. A 2020 article in the Journal of Clinical Medicine, authored by staff from Boston Children’s, boasts that its Center for Gender Surgery was the “first pediatric center in the United States to offer gender-affirming chest surgeries for individuals over 15 and genital surgeries for those over 17.” This contradicts earlier public statements claiming the hospital does not perform such operations on minors.

The controversy over Boston Children’s dates back to last year when the facility slashed the psychological evaluation period for youth patients seeking life-altering interventions — a move denounced by the hospital’s own founding psychologist, Laura Edwards-Leeper, who called the policy change “crazy.”

Boston Children’s is also among three hospitals now under FBI investigation for potential violations of federal law related to female genital mutilation, a statute that some legal experts say may extend to the kinds of irreversible procedures performed under the umbrella of gender medicine.

Another hospital, Children’s Hospital Colorado, confirmed it has also received a subpoena and is cooperating with the DOJ probe.

The investigation marks one of the most aggressive steps yet by the Trump administration in confronting the medical and ideological apparatus behind transgender procedures for minors — a field that critics say has operated for years with little oversight, enormous profits, and grave consequences for children.

With 20 institutions under federal scrutiny and whistleblower evidence mounting, the administration appears determined to send a clear message: the days of federally funded sex-change procedures on minors are over.
