Trump’s Trade War Now Targets Foreign Film Industry

Simply over 100 days into his term, Donald Trump’s continued trade conflict is set to impact the film industry. The President revealed plans on Sunday to enforce a 100% tariff on movies made outside the U.S., stating on Truth Social that the domestic film sector is in rapid decline due to the financial incentives that foreign countries offer to American producers. Trump declared he is sanctioning a tax on all imported movies produced abroad, suggesting any offshoring beyond U.S. borders as an orchestrated effort by other nations, thereby posing a potential threat to national security. He emphasized, ‘WE ARE ADVOCATING FOR AMERICAN-MADE FILMS!’

While the response from Commerce Secretary Howard Lutnick was swift, it was unclear how such a tariff might be applied, which projects it could influence, or what parts of a film’s production might be taxed. As a US distribution executive confided to Deadline, ‘His intentions aren’t clear beyond causing confusion and distraction.’ Is the proposed tax meant for US distributors when they obtain foreign films or only applicable when American-based productions take their operations overseas? Would productions exclusive to streaming platforms or TV series be included in the tax bracket?

The implications for upcoming foreign films are hard to predict. Will major summer releases like ‘Mission: Impossible The Final Reckoning’ and ‘Jurassic World Rebirth’, which were predominantly filmed in other countries, face post-production taxes? Given the stipulations of the 1988 Berman Amendment, is it even legally feasible to tax movies? And as was the case with Trump’s other comprehensive tariffs on worldwide goods, could such tariffs drive up the ticket prices of imported movies?

In the last few years, it is undeniable that the number of films produced exclusively in the US has dwindled. Owing to escalations in labor costs and promising tax credit schemes in foreign lands, Hollywood has expanded its horizons and established collaborations with foreign enterprises. The unacceptable dual impacts of the actors’ and writers’ strikes in 2023 have also caused reeling repercussions the industry is still striving to bounce back from.

Recent analytics reveal a significant drop of over 22% in shooting activities in LA for the first quarter of 2025 compared to the same period in 2024. However, it’s important to note that despite these challenges, the American film industry remains a major contributor to the nation’s economy. The latest report from the Motion Picture Association indicates that Hollywood positively contributes to the US’s balance of trade in every prime market globally.

A more reasonable course of action might be to amplify tax credits for productions based in the US, encouraging domestic work rather than penalizing collaborations with foreign entities. The ongoing trade skirmish with China initiated by Trump has thrown the film industry into disarray. Only a month ago, China announced its decision to somewhat lower the number of American movies screened in its theaters. The introduction of additional tariffs is predicted to contract the entirety of the global market according to an expert from a prominent US film firm, working on both domestic and international productions, recently quoted by Deadline.

In a media interaction outside the White House, the spokesperson pointed out the adverse impact of other nations on the US film industry. Trump, largely basing his points on intensive research conducted over the past week, insinuated that ‘Hollywood is on the verge of collapse.’ The official stand from the White House seems to be to await further developments concerning the proposed tariffs. As Monday’s statement from a spokesperson clarified, ‘While a final resolution on the subject of foreign film tariffs is still pending, the Administration is considering all avenues to realize President Trump’s directive to safeguard our nation’s economic and national security while revitalizing Hollywood.’
