Former Vice President Kamala Harris previewed what could become the foundation of a 2028 presidential campaign Friday, proposing a series of sweeping institutional changes that she acknowledged would be controversial while signaling a move further to the left than the platform she ran on in 2024.
Speaking at the National Urban League Conference in Nashville, Harris said, “I know this is going to be controversial coming from me, in particular,” before calling for a reexamination of the Electoral College, expanding the Supreme Court from nine to 13 justices, and granting statehood to Washington, D.C., as well as potentially Puerto Rico if residents choose that path.
The proposals represent a notable departure from Harris’ 2024 presidential campaign. While she previously supported term limits and a binding ethics code for Supreme Court justices, she did not advocate expanding the Court. Likewise, abolishing the Electoral College was not part of her 2024 platform, despite losing both the Electoral College and the popular vote to President Donald Trump in that election.
Harris also proposed tougher accountability for federal judicial nominees, arguing that individuals who intentionally mislead the Senate Judiciary Committee should face consequences, including potential contempt of Congress proceedings. She said stronger safeguards are needed to preserve confidence in the judicial confirmation process.
The remarks come amid reports that Harris has been consulting with prominent progressive figures as Democrats debate the party’s future direction. She has reportedly spoken with New York City Mayor Zohran Mamdani and met earlier this year with Rep. Alexandria Ocasio-Cortez, fueling speculation that she is positioning herself closer to the party’s progressive wing ahead of a possible White House campaign.
Although Harris stopped short of officially announcing a presidential bid, she remains the early front-runner in several Democratic primary surveys. Asked directly about another run for the White House, Harris said she has “not made a decision” and insisted her immediate focus is on helping Democrats in the 2026 midterm elections, leaving the door open to a potential 2028 campaign.
